Latonia Jones
As a celebrated leader, Latonia Jones brings her twenty-five year expertise to the federal acquisition market. Latonia founded Grace Government Services, LLC as the culmination of her body of work supporting minority small businesses, Historically Black Colleges and Universities (HBCUs), and Minority Serving Institutions (MSIs) earn their opportunity within the federal marketplace.
As an HBCU graduate, Latonia holds a B.S in Business Administration, with a concentration on Logistics, and Procurement from Alabama A&M University as well as earning her M.S in Contract Acquisition Management from the Florida Institute of Technology. Latonia recently parted from her Senior Professional Staff appointment to the House Committee on Homeland Security where she led the acquisition portfolio for small businesses on the Oversight, Management & Accountability subcommittee. In this role she helped refine acquisition policy to ensure small minority businesses participate in major federal contracts. Throughout her career, Latonia remains a sought after acquisiton speaker and thought leader within the public sector market.
Latonia is the author of the eBook Doing Business with the United States Government - A Vendor Perspective on Positioning Yourself to Compete and Win Federal Government Contracts. The eBook provides an in-depth look at governmental policies, practices, and funding streams. She is an avid believer in helping Minority Institutions and businesses transition from being contract-driven dependent towards securing funding that increases revenue. An engaging and influential speaker Latonia has collaborated with organizations from NASA to the National Institute of Health to raise awareness and contract opportunities for HBCUs. In addition, Latonia established “The Funding Equalizers," to further enhance collaborations with other HBCUs and MSIs to win more government bids. Latonia has developed a platform entitled “The Knowledge Sharing Center” under her primary company Phenomenal Media Productions. This system was created to assist Minority Institutions in the management of the government contract process.
In 2017, Latonia helped establish the Alabama A&M Research Innovation, Science and Engineering (RISE) Foundation, the University's government contracting arm. As a result, Latonia helped secure over 25 million dollars in contract awards . The foundation is a resounding success and gained recognition from NASA to train other HBCUs to secure government agreements.
In 2015, Latonia founded and launched Phenomenal Management Partners the contracting arm of Phenomenal Media Productions. A dedicated organization tasked with managing government contracts, providing various business and marketing services, and promoting academic institutions. Phenomenal Management Partners work tirelessly to broaden workplace diversity by collaborating with Historically Black Colleges and Universities and technology companies so that HBCU's receive their fair share of government funding from agencies and industries.
Latonia continues to assist others when requested. As an example, she supported classes at the White House during HBCU conference weeks and was invited to sit on a panel for the NASA Space Symposium to promote HBCU's mission for funding equality.
Jim McCarter
From the age of 15, Jim McCarter has lived his life as a serial entrepreneur, senior executive, business owner, and investor that focused on building shareholder value. He has taught and shared his success in forming, developing, and selling companies at the Coles College of Business at Kennesaw State University (KSU) near his home in Atlanta. Jim is an influential leader with a keen eye to hire the best and brightest with the ability to find, recruit, hire and train motivated personnel to strive to be the best team in collaboration with others.
Jim served in the United States Marine Corps Reserves (1970-1976) while attending Indiana State University where he graduated in 1973 with a dual degree of Business and Psychology. He began is career at Sears Roebuck and Company then moved into the field of office imaging. Working himself into more challenging positions, he rose through the management ranks at Savin, Zeno Systems, and Ikon Office Solutions. In 1996, Jim left the corporate world to launch DocuTEAM Office Solutions growing it from formation through the eventual sale to Sharp Electronics in 2012. Jim remained in place for another 4 years to help transition the sale of the company. Since 2016, Jim has participated in both for profit and not-for-profit boards lending his expertise to each organization. Jim is also active in his Atlanta church, North Point Community Church where he volunteers and serves in the Men's ministry.
Bill Kaufmann
A 1980 graduate of the University of Alabama in Huntsville, William "Bill" Kaufmann is a skilled senior business development leader leveraging relationships to streamline opportunities through capture and proposal response workstreams. He is skilled in this life cycle of activities across pipeline development, capture, proposal, and volume management; technical writing, estimating/BOEs, and pricing.
Bill brings his 42 years of extensive experience developing compliant, persuasive content for the technical solution, management framework, and for a competitive price. As a solution-focused creative thinker, his project management and contract acquisition experience has prepared him to lead the company for strategic growth through the pursuit and capture strategies that satisfy customer needs by applying a comprehensive and integrated approach. He is adept at working with subject matter experts to understand and evolve the technical solution, and then develop technical sales collateral to incorporate the solution with consistent themes, proof points, and substantiation. His experience supporting the development of successful proposal responses to more than +300 acquisition responses of all sizes, from small task orders to major programs valued to $12 Billion in contract value.
